However, Uber drivers are disqualified in other states if they have convictions on felonies, sexual offenses, violent crimes, DUI or drug-related driving offenses, speeding more than 100 miles per hour or child abuse or endangerment in the past seven years.

Arizona's governor announced on Monday he was suspending Uber from testing autonomous vehicles in the state a week after a woman was hit and killed by one of the company's driverless cars in Tempe.

Two months later, Ducey even took the first ride when Uber began its testing in the Tempe area - video of which the governor's office posted on its own site.

Doug Ducey said in a letter to Uber CEO Dara Khosrowshahi that he found video of the deadly collision "disturbing and alarming" and that he had directed the state's department of transportation to suspend the company's ability to test the cars.

On Sunday March 18, 49-year-old Elaine Herzberg was struck by an Uber vehicle while pushing her bike across a darkened street. With time, Uber has invented the autonomous vehicle which belongs to the self-driving auto technology series.

A video shot from the vehicle's dashboard camera showed the safety driver looking down, away from the road.

There was no such sentiment from Trump himself, with the president instead suggesting his warm relationship with Putin could reset relations.

The incident, which led to Herzberg's death, has prompted questions about whether a person prone to distractions is the best fail-safe option for a vehicle with technology created to recognize pedestrians in time to stop and avoid accidents like the one in Tempe.

The video could end up shaping the reputation of the company's self-driving arm in the same way a February 2017 video of Kalanick arguing with an Uber driver defined its current business as careless and insensitive. Uber paid Waymo $245 million and agreed to ensure certain types of technologies will not be used in its autonomous systems.

The chipmaker didn't specifically name the ride-hailing company, but it said "new entrants" have been diving into the self-driving auto market with half-baked technology. "We do not know how the Uber system of decision-making works".

Uber has yet to submit a safety letter to the National Highway Traffic Safety Administration but said it is in the process of doing so. He pointed to Responsibility Sensitivity Safety, a recent initiative by Intel to use mathematical models to ensure that self-driving cars operate safely, as an example of how his company is trying to earn the public's trust.

While that redefinition won't help Uber's reputation or stock price in the short term, it could end up forcing the company to become more serious about safety, which could save the company in the long run. This of course doesn't change the fact that the person that died was in essence jaywalking, but that is something that human drivers (and autonomous vehicles) have been (and will be) dealing with for quite some time.
