Scottish Parliament poised to reject EU Withdrawal Bill amid devolution row

The Scottish government has urged the parliament in Edinburgh to refuse "legislative consent" for the highly contested European Union (Withdrawal) Bill now being debated by lawmakers in London.

But Scottish Brexit Minister Mike Russell said this will "not be the end of the process", as the two governments aim to settle their long-running dispute over where powers returning to the United Kingdom post-Brexit should be held.

It would be the first time the UK Government has ignored the will of the Scottish Parliament when legislating on devolved matters since its creation in 1999. Now she's at risk of having to impose British sovereignty against the will of the Scottish Parliament unless there's a compromise on what the Scots are calling a "power grab".

Over the summer the Supreme Court is also due to decide on the legality of the Continuity Bill, Scotland's version of the EU Withdrawal Bill, after a challenge by the UK Government.

"That is a reasonable and sensible way forward", the Prime Minister said. Overruling Holyrood, the Scottish Parliament, would be politically sensitive - particularly over such a historic move as Brexit - and would set a precedent in a constitutional setup that's only 20 years old. "But the government might ultimately feel it has no alternative".

Britain as a whole voted in June 2016 to leave the European Union, but Scotland voted to remain.

"We are likely to be joined by Labour and the Liberals and the Greens in the Scottish Parliament so it will only be the Conservatives that vote to go ahead", she said.

The SNP's leader at Westminster, Ian Blackford, said the vote showed the Conservatives were "isolated and out of touch with the people of Scotland". "It becomes about self-governance". The U.K. ceded more autonomy as part of promises made during 2014's independence referendum campaign.

Ms. May had pledged to seek a Brexit that works for all the U.K.'s nations, but Scotland - which voted to remain in the European Union in the referendum - is accusing her of a power grab.

Theresa May's government has promised that the "vast majority" of the 158 areas where policy in devolved policy areas is decided in Brussels will immediately return to the devolved parliaments after Brexit.

"The Government has completely redrafted this bit of the Withdrawal Bill in order to accommodate the sensitivity that actually these powers will, in the end, come to the Scottish Parliament".
