U.S. to slap restrictions on some Chinese investments

Chinese and U.S. flags are set up for a signing ceremony during a visit by U.S. Secretary of Transportation Elaine Chao at China's Ministry of Transport in Beijing China

"We on the Chinese side do not want to fight but are not afraid to fight a trade war", she said.

But on Tuesday evening it said that sanctions announced in March - largely focused on China's theft of United States intellectual property - were still in the works and details would be announced in the coming month. The status of the agreement is unclear now that United States tariffs look set to go forward.

The tariff threat is a "very powerful" negotiating tactic, said Lester Ross, chairman of the American chamber's policy committee. "I don't know if it's the right thing to do", said Derek Scissors, a China expert at the conversative American Enterprise Institute.

China's Ministry of Commerce responded in a mild fashion Tuesday.

After announcing tariffs of 25 percent on steel and 10 percent on aluminium in March, Trump raised the ante repeatedly in the following weeks. These steps include a 25 percent tariff on $50 billion in Chinese imports, many of which fall in the technology industry.

Speaking at a regular press briefing on Wednesday, foreign ministry spokeswoman Hua Chunying slammed the latest development. That would be on top of a $1 billion penalty ZTE paid for selling high-tech equipment to North Korea and Iran in violation of USA sanctions.

Trump administration officials last month proposed a ban on sales of crucial American technology to ZTE, a giant Chinese telecom company that employs 80,000 people.

Then, this month, Chinese mobe maker ZTE shut down its operations after Uncle Sam banned USA businesses from shipping it components and other technology.

It said technology transfers between US companies and their Chinese partners were the result of normal business practices, not coercive policies.

Despite announcing a truce in the trade hostilities less than 10 days ago, after Treasury Secretary Steven Mnuchin said threatened tariffs on Chinese goods were "on hold", the White House signaled it was ready to pull the trigger on a broad array of penalties. Under that program, China aims to take a leading role in areas such as artificial intelligence, robotics, and electric cars.

James was talking to the Tampa Bay Times by phone from the airport when people started cheering in the background. The 2-year-old dog gave birth to seven male puppies and one female puppy, according to Tampa Fire Rescue .

In the May 29 announcement, the Trump administration said it will release a final list by June 15 of imported products that would be subject to the tariffs.

The tariff threat could still disrupt Ross's China talks. But it left Beijing unimpressed. "It could very well complicate Wilbur Ross's visit".

The White House also said on Tuesday the US plans to continue litigation at the World Trade Organization for China's intellectual-property practices.

"Conflicting messages coming from the administration is causing whiplash for American companies that are focused on growing the economy and creating jobs here at home", the Virginia-based Retail Industry Leaders Association said in an emailed statement.

The White House claimed that China's intellectual property theft alone costs U.S. innovators billions of dollars a year, and China accounts for 87 per cent of counterfeit goods seized coming into the United States.

"From now on, we expect trading relationships to be fair and to be reciprocal", President Donald Trump said in a statement.

Beijing yesterday accused the U.S. of hurting its credibility by acting erratically on trade and vowed to fight back if Washington goes ahead with a threatened tariff hike.

Under the new policy, U.S. consular officers may limit the time visas are valid, rather than the usual practice of issuing them for the maximum possible period, AP reported. That's good for global stability, he added.

The application process itself won't change, the State Department said.
