Asked on the issue of extraditing the Saudi nationals now detained pending the investigation to Turkey, Al Jubeir stressed that "the individuals are of Saudi nationals, they are detained in Saudi Arabia, the investigation is in Saudi Arabia and they will be prosecuted in Saudi Arabia".

France wants the plane to be fully exportable - "including to countries in crisis like Saudi Arabia" - and has threatened to walk out if this is not the case, the magazine reported.

The top USA diplomat said the Saudi suspects came from "the intelligence services, the royal court, the foreign ministry and other Saudi ministries". Riyadh previously arrested the 18 as part of its investigation into the case.

"This issue has become fairly hysterical".

Eighteen Saudis are being investigated on the charge of "intentional homicide with premeditation" and torture over the killing of Saudi journalist Jamal Khashoggi, a senior Turkish official with knowledge of the investigation told CNN.

Saudi Arabia, which had initially said the Washington Post columnist left the consulate alive, came closer Thursday to acknowledging that his murder was premeditated as global pressure piles on the kingdom to hold the culprits to account and help locate his body.

At a conference in Riyadh on Wednesday, the crown prince said the killing was a "heinous crime that can not be justified" and warned against any efforts to "manipulate" the crisis and drive a wedge between Saudi Arabia and Turkey, which are regional rivals but also diplomatic and business partners.

Saudi media had showed Khashoggi's son meeting Tuesday with the crown prince, who reportedly expressed his condolences. "He has put Iran on notice that business as usual can not continue and posed sanctions against Iran", added Al Jubeir.

In a furious opinion piece published last night, Turki al-Dakhil, general manager of the Saudi-owned Al-Arabiya news channel, warned the United States "will stab its own economy to death" if it tried to impose sanctions.

Germany and Saudi Arabia only returned their ambassadors in September after 10 months of frosty relations following criticism from Berlin of what it said was Saudi interference in Lebanese affairs.

"I reiterate US support for our partners' right to defend themselves against Iranian-supplied Houthi attacks on their sovereign territory, and at the same time call for an urgent end to the fighting", Mattis said.
