Algerian Islamic party rejects president’s concessions

Algerian President Abdelaziz Bouteflika has postponed the 18 April presidential elections and said he will not seek a fifth term in office.

Despite the reservations, hundreds still took to the streets of Algiers on Monday night, dancing, singing and honking vehicle horns in celebration.

"Our protests have borne fruit!"

The power structure has been shaken by the size of the unprecedented citizens' revolt, which has drawn millions into the streets of cities across the country to say no to a fifth term - and to a system blamed for corruption and keeping Bouteflika in office despite ailments.

"Algeria is turning into a monarchy against the people's will", Sabeha, who took part in demonstrations in Algiers on Monday, told Al Jazeera. A new constitution would be submitted to the public for a referendum. As a result, Bouteflika had to pledge in a written statement that if was re-elected on April 18, he would call a snap vote and not seek a new term to ensure the transition of power to a new president within a year.

The country will, he said, hold a national conference until the end of 2019 to find a successor and plan for the future. These will be thrashed out at "an inclusive and independent national conference" to involve "the largest possible and most representative participation of the Algerian society".

Bouteflika also decreed Deputy Prime Minister post and appointed former Foreign Minister (2013-2017) Ramtane Lamamra.

But for numerous protesters - students, lawyers and even judges among them - the most important sentence in the president's letter read, "There will be no fifth term". "We must turn this crisis into a constructive process".

While Brahimi is widely respected, he and other people of his generation may not fit the profile of figures who can deliver an energetic Algeria full of fresh ideas.

The Algerian government plane that brought President Abdelaziz Bouteflika to Geneva for medical treatment last month left Algerian airspace and headed north early on Sunday, flight radar applications showed.

Former colonial power France cautiously "welcomed" Bouteflika's decision not to stand for re-election.

While Mr Bouteflika granted some of the protesters' wishes, many have said they will continue demonstrations until he officially steps down.

"It's one small battle won", said Yasmine Bouchene, of the collective Les Jeunes Engagés (Activist Youth). Nearby, other young Algerians made V-for-victory signs.

However, more than two-thirds of Algerians are now under 30, and are seeking a more "democratic Algeria" as they chanted in the protests.

However, he added that in certain political situations "it is the duty of those who have the decision to consider this postponement to meet the social demands".

The protests trickled down to middle-schoolers and high-schoolers, with several hundred marching in the center of Algiers, also calling for Bouteflika to withdraw his candidacy.

Older Algerians haunted by the civil war in the 1990s tolerated crackdowns on dissent in exchange for stability, giving the government some breathing space.
