More woe for Trudeau as top minister quits

Allegations that Gerald Butts and other officials inappropriately tried to help construction company SNC-Lavalin Group Inc have fueled a scandal that has cost Trudeau two senior cabinet ministers.

"His failure to give a vigorous but reasoned response at the beginning of this pseudo-scandal allowed it to grow into Godzilla", Bothwell said.

A public inquiry is needed, and, if merited, an RCMP investigation, although Wilson-Raybould herself says she doesn't think Trudeau and the Liberals broke the law. "And facts are stubborn things".

U.S. News and World Report notes that a second Cabinet Minister resigned earlier this week, leaving Trudeau looking even weaker. Her move left an opening at Indigenous Services.

Trudeau denies the allegations, saying he made clear to Wilson-Raybould that any decision on the case was hers alone. Ms. Raitt accused the Liberals of stalling an invitation to Ms. Wilson-Raybould.

Butts effectively argued that Wilson-Raybould could not possibly have considered the issue fully, because she simply didn't have time.

Butts said on Wednesday the SNC-Lavalin issue had nothing to do with the Cabinet shuffle, which he said was prompted by the political retirement of Treasury Board minister Scott Brison.

Did Wilson-Raybould misunderstand the terms of the waiver that permitted her to speak at all? I did not attempt to influence her decision. If she deemed an agreement appropriate, the attorney general would then appoint another agent to negotiate it.

Minister Wilson-Raybauld felt she was being shuffled out for "other reasons".

Butts chose to wear a crossed miner's pick and shovel and in his testimony drew parallels between events during his childhood in Cape Breton, where coal-mining was once dominant, and the potential outcome in the wake of a prosecution against SNC-Lavalin.

They also voted down a motion to have Wilson-Raybould return to the committee to respond to evidence from Butts that contradicted her own.

"I am fully aware that two people can experience the same event differently", he said.

Unlike Butts, who for the most part kept his cool, the more Wernick was questioned, the angrier he seemed to become, and his aggressive performance now poses a political problem for Trudeau.

Asked to comment on Wernick's involvement in this matter, Butts said on Wednesday morning that he finds the accusations levelled against Canada's top civil servant "completely inconsistent with his character".

Wilson-Raybould told the House justice committee last week that 11 officials and ministers contacted her and her office a total of 20 times over four months about the SNC-Lavalin affair. Green Party Leader Elizabeth May, with probably the best question of the day, asked him what the evidence was to support this alleged threat to jobs and why he believed it to be true when SNC-Lavalin has $15 billion in back orders and is in excellent financial state. "Imagine for a moment that on September the 16th-the day the former attorney general told this committee the decision was made, firmly and finally-that she made a public announcement to inform Canadians of that decision".

Butts also testified that he and Wilson-Raybould were getting up from their December dinner meeting at the Chateau Laurier past year when she raised the subject of SNC-Lavalin.

Butts said his recollection was that he didn't _ or wouldn't _ have used the word "solution" because it's not one he would have used in that context.

On his interaction with Wilson-Raybould: "I did not and do not see how our brief discussion of that file constituted pressure of any kind". "They have a very secure financial situation, with gross revenues of $10 billion", she said.

Butts told the House of Commons justice committee he had one short conversation on December 5 with Wilson-Raybould about SNC-Lavalin.
