PM acknowledges a breakdown of trust

Trudeau's former minister of justice and attorney general has said she was pressured to help a Quebec-based construction company to settle a pending criminal case amid allegations it bribed officials in Libya for government contracts, The Globe and Mail reported last month.

A second minister of Trudeau's cabinet also resigned on Monday.

In nearly four hours of testimony last week, Wilson-Raybould said she had been subject to a "concerted and sustained" effort by officials from PMO, the Privy Council Office and the finance minister's office to pressure her to overrule the decision by the director of Public Prosecutions, who had decided that she wouldn't offer Quebec's SNC-Lavalin a deferred prosecution agreement (DPA).

Saskatchewan Premier Scott Moe has taken aim at the prime minister's comments about the 9,000 jobs tied to the Quebec company.

The crisis has prompted the resignations of former Justice Minister Jody Wilson-Raybould, the Treasury Board president, Jane Philpott, and Trudeau's closest political aide, Gerald Butts.

In her testimony last week, Wilson-Raybould said she had looked Trudeau in the eye during that September 17 meeting and asked if he was trying to interfere politically with her independence as attorney general, and he had said no. Butts testified before the House of Commons Justice Committee on Wednesday after he too resigned from the government. "As we now learn through this testimony, that was not the case", Mr Trudeau said. It's not a question of telling the truth versus lying, he suggested.

Canada's Conservative Party leader Andrew Scheer has used the brewing crisis to make multiple calls for Trudeau's resignation, saying the prime minister jeopardized the rule of law.

"The truth can not be experienced differently".

The two main opposition parties - the right-of-center Conservatives and the left-leaning New Democrats are demanding a public inquiry into the affair.

Like Butts, Trudeau said that an attorney general can decide to negotiate a remediation agreement "up until the very last minute of a trial". He was accused of interfering in a criminal investigation of SNC-Lavalin, a powerful engineering firm. "I told her that I was preoccupied with the number of jobs involved in this in Quebec and obviously across the country. This was something I was clear on".

Trudeau told reporters Thursday that he had learned many lessons from the recent days and weeks.

"There are many lessons to be learned and many things we would have liked to have done differently", he said, but he insisted there was no breakdown in Canadian justice.

Wernick called her December 19 and said: "I think (the prime minister) is gonna find a way to get it done one way or another".

"I was not aware of that erosion of trust", said Trudeau, during a morning news conference in Ottawa on Thursday.

"I will miss the input of the former attorney general and Dr. Philpott but I will also enjoy my continued relationships with them as members of Parliament". They pointed to excerpts from the Parliamentary debates "where the government (the Stephen Harper government, of course) explained that the goal of the DPP Act is to ensure that there is no appearance of political interference with the attorney general in the role of prosecutor..." "Ultimately, I believe our government will be stronger for having wrestled with these issues".

By his taking at least part of the blame for the crisis that's rocked his government, Liberals are hoping Trudeau's statement will be sufficient for Wilson-Raybould and Philpott to let the matter drop and move on.

Both have said they intend to stay in the Liberal caucus and have been nominated to seek re-election, despite their public criticisms of their leader.

Trudeau denied her office had been threatened and said the decision was hers alone.

Deciding to continue with the prosecution of SNC was clearly Roussel using her discretion, and it is settled law that prosecutorial discretion is not subject to judicial review except in rare cases, and further, that it goes far and wide and includes all manner of things - from the decision to pursue a risky offender application to the decision to negotiate a plea to the decision to launch an appeal.
